On-line services – Ancestry is expensive but they have census images from 1790 – 1930 and UK census data as well.
You’ll need a fast connection; census images are almost a MB each.
If she is a beginner, steer her to the free sites first.
Have her join the County Genealogical society, too – she will meet dozens of fellow researchers.
I’ve used four software programs so far and the best that I prefer is Family Tree Legends by Pearl Street Software. It is an easy to use program, economical and has automatic uploading of the tree to Pearl Sts. Database which is a good way to store info as a backup in case of a crash.
At start I’d use websites like USGenWeb, Cyndi’s List before getting into anything as expensive as Ancestry(yes I have it but it is expensive). As far as Census goes if you have an LDS Family History Center near you you can look at Census microfilms there.

rootsweb is free.
Family Tree Maker 2006 is probably the most user friendly software that I could recommend. Most of the people in my genealogcial society use this program.
Also, you might also consider getting a program called GenSmarts. This aynalizes your genealogical file and makes suggestions on where to look based on information in your file.
You can also access Ellis Island records on line. Give you ship manifests, passenger lists, dates, place or origin. Very interesting and informative.
